The FCC auction of the 1.7/2.1 GHz Advanced Wireless Services (AWS) spectrum concluded in September 2006. The auction generated over $13.7B paid by 104 bidders winning 1087 licenses. Incumbents operating microwave systems in these bands may need to relocate their equipment to another frequency or technology due to possible interference with the new AWS licensee’s operation.

Twelve different federal agencies are operating microwave systems in the 1710-1755 MHz band and must relocate to new frequencies. To ensure a smooth national transition, the National Telecommunications and Information Administration (NTIA) is providing cost guidelines and supervision of government relocations. The 2110-2155 MHz band incumbents include some commercial carriers and non-federal government or private organizations, such as state governments, public safety agencies and utilities. To ensure objective and equitable cost-sharing of relocations in this band, the FCC designated CTIA and PCIA to serve as relocation clearinghouses.
